The Electric Fuel Pump assembly is located inside the fuel tank. Electric Fuel Pump Removal & Installation 1.
Q: Engine cranks but won't start. 2002 Ford F150 asked by Richard D on November 26, 2016. And, I would also replace the power relay for the Power Control Module (it’s next to the fuel pump relay I believe). If the 'no start' continues, check for spark at the plugs to be sure there is no ignition issue.
Disconnect the negative battery cable. Relieve the fuel pressure. Raise and support the vehicle. Remove the fuel tank; refer to the procedure outline in this section. Remove the fuel pump retaining bolts. Remove the fuel pump. To Install: 7.
Thoroughly clean the fuel pump-mounting flange. Install a new gasket and place the pump into the tank. Ensure that the fuel tubes face toward the fuel rail and tighten the retaining bolts to 80-107 inch lbs.
Install the tank as outlined in this section. Tighten the fuel tank bolts to 66-91 inch lbs.
(7.6-10.4 Nm). Tighten the fuel tank straps bolts to 22-30 ft. (29.7-40.7 Nm). Tighten the skid plate bolts to 9.3-12.7 ft. (12.7-17.3 Nm). Connect the negative battery. N Hope this helps n.
NI have a 1994 Ford E150 and encountered the fuel filter surprise too. I went to advanced auto parts and was sold a kit of round plastic special split fittings for $10 that clip around the filter nipple and are pressed into the fuel line fitting that releases an int ernal keeper and will release from the filter nipple. Assuming Ford has kept this same design it might work.
I haven't tried it yet because I just went to the auto parts store tonight. I guess hose clamps didn't work well enough huh? NI used the plastic split ring fitting today and got it to work after a little persuasion.

The fuel line did not just pop free from the filter. So just go to the auto parts store and tell them what you need to do and I'm sure they'll be glad to sell you the $10 kit of plastic fittings. It's a simple design but hose clamps are just so easy and everyone knows how to use them. If this is a Ford thing they've lost some respect from me. If it is an electronic fuel pump (more than likely) it is located on top of the gas tank under the car.
To access it you need to drop the gas tank, which is not as bad as it sounds, if you do you must syphon as much gas as possible from the tank, disconnect the filler hose from the tank, undo the straps holding the tank in place and than lower the tank down (obviously you must safely jack up and use jack stands to support your vehicle, when I replaced my fuel pump I jacked up the passenger side of my 93 tempo) if you need to replace the fuel pump I recommend replacing the entire unit not just the pump motor. Don't forget to disconnect the battery before you start. If it's a gasoline engine, not a diesel, remove the fuel tank. It's inside the fuel tank.
NIf you have a gasoline engine and it's fuel injected then you will have a low pressure pump in the gas tank itself and a high pressure pump directly below the driver's floorboard mounted to t he frame. That's the way it is on my fuel injected 1985 F-150. You may need to determine if you have fuel injection or not then the job of replacing the high pressure pump is just a matter of a few bolts, wires, fuel lines, and a new high pressure pump. The gas tank pump is quite a lot harder to replace! It is best to have the low pressure pump in the tank replaced by qualified service personel to avoid puncturing the tank and replacing with incorrect parts.
